Biography

Datuk Nizam Abu Bakar Titingan (born 7 November 1966) is a Malaysian politician serving as the Member of the Sabah State Legislative Assembly (MLA) for Apas since May 2018 and, since December 2025, as State Minister of Youth, Sports Development and Creative Economy of Sabah in the Gabungan Rakyat Sabah (GRS) administration under Chief Minister Hajiji Noor [1]. He is a member of Parti Gagasan Rakyat Sabah (GAGASAN), a component party of the GRS coalition, and has served as GAGASAN's Information Chief and Division Chairman for Apas since February 2023 [1]. Prior to his current ministerial post, he served as State Assistant Minister to the Chief Minister from October 2022 to November 2025, and before that as State Assistant Finance Minister from October 2020 to October 2022 [1]. Nizam was born in Tawau to veteran Sabah politician Abu Bakar Titingan Damsani (1920–1980) and Kee Hafsah Kee Sulaiman (1926–2012), a Sino-Native of mixed Tidong, Suluk and Hainanese Chinese descent [1]. He is of Suluk heritage on his father's side. Several of his siblings have also been involved in public life, including the late Tawfiq Abu Bakar Titingan, who served as Sabah Minister of Youth and Sports from 2013 until his death in 2018 [1]. Nizam first contested and won the Apas state seat in GE14 (2018) under Barisan Nasional–UMNO, retaining it in the 2020 Sabah state election under Perikatan Nasional–Bersatu, and again in the 2025 Sabah state election under GRS–GAGASAN [2][3]. The Apas constituency is a coastal area within the Tawau district, characterised by rural settlements, infrastructure needs and cross-border security concerns [4].
