拿督尼占阿布峇卡尔·蒂丁岸（Datuk Nizam Abu Bakar Titingan，1966年11月7日生）是马来西亚政治人物，自2018年5月起出任阿帕斯（Apas）州议席的沙巴州议员，并于2025年12月起在首席部长哈芝吉诺（Hajiji Noor）领导的沙盟（沙盟）政府中担任沙巴州青年、体育发展及创意经济部长[1]。他是民福党（GAGASAN）党员，该党为沙盟成员党之一；自2023年2月起，他兼任民福党新闻主任及阿帕斯区部主席[1]。在出任现职之前，他于2022年10月至2025年11月间担任首席部长助理部长，更早之前则于2020年10月至2022年10月间出任州财政助理部长[1]。尼占生于斗湖，父亲为沙巴资深政治人物阿布峇卡尔·蒂丁岸·丹马沙尼（Abu Bakar Titingan Damsani，1920—1980），母亲纪哈芙萨纪苏莱曼（Kee Hafsah Kee Sulaiman，1926—2012）为蒂东族、苏禄族与海南华裔混血的峇峇娘惹裔人士[1]。其父系为苏禄族血统。他的多名兄弟姐妹亦曾投身公共事务，其中已故的陶菲克·阿布峇卡尔·蒂丁岸（Tawfiq Abu Bakar Titingan）曾于2013年至2018年辞世前担任沙巴青年与体育部长[1]。尼占首次参选为2018年第14届全国大选，以国阵－巫统旗帜赢得阿帕斯州议席；其后在2020年沙巴州选以国盟－土团党旗帜蝉联，并再度于2025年沙巴州选以沙盟－民福党旗帜连任[2][3]。阿帕斯选区位于斗湖县沿海地带，以农村聚落为主，长期面临基础设施不足及跨境安全等课题[4]。

尼占以连续三届蝉联斗湖阿帕斯州议席著称，在三场州选中分别以不同政党旗帜胜选。他现任民福党新闻主任，是沙盟州联盟在政治与施政事务上的重要发言人。自2025年12月起出任沙巴州青年、体育发展及创意经济部长，负责统筹沙巴的青年政策、体育发展及创意经济领域事务。

政治立场

尼占一贯主张沙巴州政府与联邦政府保持政策协调，认为此举能为教育基础设施带来切实成果，并以斗湖获设玛拉理工大学（UiTM）、师训学院及理工学院为例佐证[5]。他曾在沙巴州议会就无证移民及无国籍人士的管理问题发言，力倡以数据驱动的数字化登记方式，量化并妥善解决沙巴长期面对的移民问题[2]。在能源议题上，他就沙巴太阳能发电潜力及电网限制问题在州议会发表意见，指出沙巴的太阳能潜力居全马之冠[4]。在选区事务方面，他优先推动将阿帕斯沿海一带历史悠久但尚未获承认的村落正式列入地籍，以使居民取得合法地权，同时积极争取改善农村道路与供水基础设施[6]。在沙盟联盟策略上，他表明沙盟将在第16届全国大选中维持与希盟、国阵及卡姆党（UPKO）的现有合作格局，以此巩固沙巴团结政府[3]。他亦提议在斗湖增设两个国会选区，以回应当地逾8万名选民的代议需求[2]。
